It happens to me. Sometimes I go to buy groceries at local mini market such as Yomart, Indomart, Superindo, Alfamart. When it comes to the small changes like IDR 50-100, I found, instead of giving me the cash, they give candies. I know my rights and I can sue them. But, you know, I am just silent when responding to such things. To pacify my mind, I just make excuse for what they have done. I kept saying "It's ok, it is just IDR 50-100". I know I should claim my rights as a customer. But, it is no that easy. Human emotions are so complex.

Kementerian Perdagangan (Kemendag) menilai masyarakat belum menyadari akan haknya saat bertransaksi di pusat perbelanjaan ritel modern. Hak terkait penggunaan permen sebagai alat kembalian. Sesuai aturan, masyarakat dapat menuntut pengusaha ritel yang memang akan terkena sangsi pidana bila melakukan praktik tersebut.
Akibat hal ini, sangsi pidana bagi peritel tak berjalan efektif. "Masalahnya nilai kembalian itu kecil Rp.200 saja, sehingga banyak yang mengabaikannya," kata Direktur Perlindungan Konsumen Kementerian Perdagangan, Radu Malam Sembiring, Jumat (12/2).
Menurut Radu, alat pengembalian yang sah tersebut tetaplah mata uang rupiah. Sehingga jika ada transaksi yang tidak menggunakan rupiah maka itu sudah melanggar UU Bank Indonesia. Tidak hanya itu, pengembalian dengan permen atau dengan cara langsung memasukannya kedalam donasi juga melanggar UU Perlindungan Konsumen. "Sekecil apapun nilainya, harus dikembalikan," tegas Radu.
Radu mengajak kepada konsumen yang mendapatkan alat tukar kembalian berupa permen atau justru tak memperoleh uang kembalian untuk melaporkan kasus itu ke Kementerian Perdagangan atau aparat kepolisian.
