Water privatization in Jakarta is evil

Two groups on Sunday criticized the privatization of clean water in the capital, and received the support of a candidate for the city's governorship.

The Coalition of People Rejecting the Privatization of Water in Jakarta (KMMSAJ) and the Legal Aid Institute (LBH) Jakarta expressed their opposition during a forum on the city's clean water supplies.

"LBH Jakarta and KMMSAJ took up the water problem in Jakarta because the issue has been forgotten and marginalized," LBH Jakarta chairman Nurkholis Hidayat said. "This is a general need that should have been fought for by those concerned, especially the government."

Nurkholis said that even with the privatization of the Jakarta clean water company — state controlled PAM Jaya subcontracts water services to private companies PAM Lyonnaise Jaya (Palyja) and Aetra Air Jakarta — about 40 percent of Jakarta households do not have access to piped water.

The poor have to buy water at between Rp 37,000 and Rp 85,000 per square cubic meter, he said.

Nurkholis said that since signing the 25-year contracts with the two private companies in 1997, PAM Jaya has suffered from debts of up to Rp 1.3 trillion ($142 million). Its assets dropped from Rp 1.49 trillion to Rp 204.46 billion a 2007 audit showed.

Those organizing Sunday's discussion invited all six of Jakarta's gubernatorial candidates but independent candidate Hendardji Supandji was the only one who attended.

"Privatization is not problem if it alleviates the burden of the people, but it is if it's adding to the problem," said Hendardji, who is in the race with running mate Riza Patriya.

"It was said that the government debt to the private sector stood at Rp 1.3 trillion while PAM [Jaya]'s assets are only at around Rp 200 billion," Hendardji added. "That the assets of the state are smaller than the debt of Rp 1.3 billion does not make sense," Hendardji said.

He said that the debt should be paid and the contracts reviewed.

"A 25-year contract can still be reviewed and the debt does not have to paid all at once, but can be paid during the term of the governor," he said.

He said that it was also unacceptable that water from PAM was still smelly and dirty.

"Smelly water should be checked. If there is any sabotage, then it should be investigated Hendardji said. "Or maybe it is because procedures are not being followed."

The central government has been tried to make changes to the contracts in the water sector. PAM Jaya has been aggressive on this front but has met with limited results.

Aetra, which manages water services in the city's eastern half, has largely conceded to PAM Jaya's demands. Palyja, which runs the western half, has taken a harder line.

The main point on which the companies differ concerns the water tariff. Aetra has agreed to cap the charge for the remainder of the contract, which ends in 2022.

However, Palyja is adamant that it be raised, or that the government subsidize the system, which it always has been unwilling to do.

Secret Service Scandal : Arthur Huntington and Paula Reid

Arthur Huntington is the Secret Service agent who allegedly started the dispute over pay
with the escort in Colombia, and the scandal has cost him his job and
forced his family to move.

CNN identified him using records from the hotel where the dispute took place. CNN attempted to contact Huntington, but didn't have any luck getting him to say anything on the record.
Huntington declined comment when they called him on Thursday, so CNN
went to his house and the family declined comment again, this time by
closing the door forcefully when they tried to knock with a camera crew
on their front lawn. Huntington left the Secret Service after the scandal was first reported. The house was put up for sale this week.

In all, eight Secret Service agents have been released since the scandal broke, three have been
relieved of any serious misconduct, and one agent's security clearance
is bring downgraded, which would effectively force them to resign.

The Secret Service also unveiled a new standard and ethics policy on Friday. The AP were the first to leak the new rules for agents on duty. As they point out, the memo
doesn't outlaw prostitutes or strip clubs by name, but the new rules
prohibit any foreign nationals from entering an agent's hotel room and
bans "patronization of non-reputable establishments," which is
memo-speak for "don't go to any more strip clubs, please." Drinking is
still allowed while an agent is off duty, but not within ten hours of an assignment. Politico has the whole memo uploaded here.

The Secret Service's reputation has a questionable past, which the
Post described as a "'Mad Men'-era" where agent's used to use the mantra "wheels up, rings off" while travelling on the job. A former agent
speaking anonymously told the Post that, "If every boss was
Paula Reid, the Secret Service would never have a problem [...] It would be a lot more boring, but never a problem." The profile paints Reid as a no-nonsense hard worker who, according to another former colleague, can quote the agency's administrative manual "like fundamentalists quote
the Bible." Reid told the Post that she's still working on the investigation, and sounds like it's taken straight from an agency handbook: 
"I am confident that as an agency we'll determine exactly what happened
and take appropriate action," she said in the interview with her and an
agency spokesman. "Despite this current challenge facing the Secret
Service, my job is to keep Miami personnel focused on our core
protective and investigative missions. Anything less is
counterproductive to the many critical functions we perform each day." 
Reid's been with the Secret Service for twenty-one years, and just recently
became the head of the Miami Bureau office, which handles all of the
Secret Service's South American assignments. When the news first broke
that a prostitue was disturbing hotel guests because an agent tried to
get out of paying her, the decision to act fell on her shoulders. She
rounded up the eleven agents and, with approval from her supervisor,
sent them home. 
David Axelrod told CNN's "State of the Union" that more firings could be expected as the investigation goes on. Three agents were released on Saturday, and a total of six have been forced out since news of the scandal first broke.

Secret Service rules of conduct after Colombia prostitution scandal

Here is the list of the new rules, which Secret Service spokesman Brian Leary provided to Yahoo News:
The following enhanced standards of conduct are effective immediately.
>1. Standards of conduct briefings will be conducted for all protective
visits, events and NSSEs, as well as prior to foreign car plane
departures.
>2. The U.S.
Department of State Regional Security Officer will work with the USSS
advance team to provide intensified country-specific briefings upon
arrival in a foreign country.  The briefings will update personnel on
safety issues, off-limit zones and off-limit establishments for USSS
personnel, and any country-specific rules imposed by the Ambassador.
>3. Foreign nationals, excluding hotel staff and official counterparts, are prohibited in your hotel room.
>4. Patronization of non-reputable establishments is prohibited.
>5. Alcohol may only be consumed in moderate amounts while off-duty on a
TDY assignment and alcohol use is prohibited within 10 hours of
reporting for duty.
>6. Alcohol may not be consumed at the protectee hotel once the protective visit has begun.
>The following measures relating to foreign car plane staffing are effective immediately.
>1. Car planes will be staffed with two GS-15 supervisors — one from the
Office of Professional Responsibility and one from the field.
>2. The car plane supervisors will be responsible for briefing the
standards of conduct expectations prior to departure to the destination
country, as well as for enforcing these standards while in the foreign
country.
>3. All personnel
traveling will have to have completed relevant LMS-based ethics training in order to be eligible for protective travel.
>4. The Security Clearance Division will intensify country-specific
briefings covering all pertinent topics prior to departure for the
destination country.
>5. Laws of the United States shall apply to Secret Service personnel while abroad.
