Rudi Rubiandini

I googled his name and got about 5,580,000 results (0.33 seconds).And, I got shocked because most of the results mentioning him as a corrupt guy who received bribery from the oil company. Before his arrest on 14 August 2013, he was known as a good professor, humble man, and all kind positive image. In fact, he is a theft ....what a shame....

THE chief of Indonesia's oil and gas regulator has been arrested on suspicion of bribery, the country's Counter Corruption Commission said today.

The shock arrest is potentially a major blow to Indonesia's oil and gas industry, already suffering from chronically falling production and mounting concern among foreign petroleum companies about the security of their projects.

SKK Migas executive chairman Rudi Rubiandini was arrested overnight at his home along with three others, the corruption watchdog, known as KPK, confirmed this morning.

"Rudi was arrested for alleged bribery. He was detained along with three other people," KPK deputy chairman Busryo Muqoddas told reporters.

"They are being intensively questioned."

Mr Busryo declined to give further detail but another KPK official alleged the other three people were arrested in the act of bribing Mr Rubiandini.

SKK Migas, responsible for regulating and supervising Indonesia's petroleum production sector, has been in existence less than nine months, since the Constitutional Court controversially dissolved its predecessor, BP Migas.

President Susilo Bambang Yudhoyono appointed Mr Rubiandini as chairman in January.

At the time of BP Migas's dissolution in November, KPK said it was investigating corruption inside the regulator, but since then the case had slipped from view.

Mr Rubiandini was a deputy Energy and Minerals minister at the time he was appointed to SKK Migas, but previously had been employed in a senior position at BP Migas.

Mr Rubiandini had made the focus of his role eliminating production inefficiencies responsible for Indonesia's falling petroleum output, and reassuring rattled foreign companies that their investments were safe.

At its peak in the 1990s, Indonesia's crude oil and condensate output peaked at 1.5 million barrels of oil per day (bopd) but this year it is expected to produce less than 850,000bopd.

Rudi Rubiandini was always first and foremost an academic. Prior to becoming a bureaucrat, he spent most of his professional career as a lecturer at the Bandung Institute of Technology, or ITB, where he was twice named the best lecturer.

Rudi first emerged on the national scene when the Sidoarjo mud volcano erupted in 2005.

He was one of the experts assigned by the government to investigate the incident, which was suspected to have been caused by a gas drilling accident.

Born in Tasikmalaya, West Java, in 1962, Rudi graduated from ITB in 1985 and then went on to attain his doctorate degree from Technische Universitat Clausthal in Germany.

He joined BPMigas, the predecessor of SKKMigas, in 2009 before being appointed as a deputy at the then oil and gas regulator.

In 2012, President Susilo Bambang Yudhoyono named him the deputy minister for energy and mineral resources, replacing Widjajono Partowidagdo who passed away in a hiking incident.

Rudi's tenure as the deputy minister was brief, and with little accomplishment to note.

2012 was an eventful year for Rudi, who was emotionally charged when BPMigas was disbanded toward the end of the year on constitutional grounds.

He personally asked the energy minister, Jero Wacik, to deliver two presidential decrees on BPMigas's replacement to its staff and gave a speech that was met with thunderous applause and cheers by a crowd of people fearing for their future.

Rudi was immediately trusted to lead SKKMigas, the newly formed regulator to replace BPMigas. He was quick to change things, moving his staff and creating new posts.

Rudi believed that one of the reasons BPMigas was disbanded was because it disclosed little information to the public, and he sought to change that.

He was appointed as chairman of SKKMigas on Jan. 16 after his brief stint in the energy ministry.

Rudi has helped develop software in petroleum engineering and is also the author of several books, according to the SKKMigas website. He also served as the deputy chairman for the supervisory team on oil and gas and has extensive experience in handling blowout incidents in several oil and gas fields in Indonesia.
