YOUNG Australians stuck in the dole queue could have half their welfare payments quarantined for spending on essentials under sweeping Federal Government reforms.

The Courier-Mail reports Families Minister Jenny Macklin will unveil big changes to the welfare system today, dramatically extending the income management scheme beyond disadvantaged families and indigenous communities.

The reforms will be rolled out in the Northern Territory from July next year, affecting an estimated 20,000 people, before the Government focuses on other areas across the country.

"Income management can be really useful to families to make sure money is spent on food, clothes and rent and less money is available for alcohol and gambling," Ms Macklin told The Courier-Mail.

"It is particularly helpful for those people who need assistance with managing their money and that can certainly be very important for young people who are very disengaged who might be unemployed for a long period."
